Why it exists
Part 23 is where the SQuaRE quality model becomes arithmetic. A team that waits for publication loses the planning window, and a team that acts on a summary from memory risks building measures to a definition that was never written. This site takes the narrow path between those two: it publishes what the public record proves, names what it does not, and turns the public structure into preparation a team can start now.
How the record is built
- Read the ISO record and the free ISO preview: cover, contents, foreword, introduction, scope, normative references, terms and bibliography.
- Write one page per clause, characteristic, measure family and annex, with the public basis stated on the page and the source linked.
- Paraphrase every requirement in our own words. Keep only titles, defined terms and data element names exact.
- Put the same limit on every page: where the preview is silent, the page says so and offers preparation, not an invented requirement.
- Re-read the record with a script and diff it against the data file. A change is a release, not a silent edit.
What this is not
It is not legal advice and it does not certify. It is not a substitute for the published standard, and it does not reproduce the copyrighted text. It is not an official interpretation, and it does not predict what ISO will publish. It is not a measurement service: it tells you what to measure and what evidence to keep, and your product and your data produce the number.
Corrections
If a line is wrong, email support with the page and the source. A correction that changes a page is dated in the changelog, and the page is rebuilt. The record is meant to be checkable, so a correction is welcome.

The rules this is built from
Read from the real rules, not invented.
Every line points to the public ISO record or the free preview it came from, so you can check it yourself.
- Read from the real rules
- 63 record pages behind it
- 116 public headings checked
- Check any line yourself
The measure set is read from the public contents; the model table is read from the public 25010:2023 model. Where the draft text is not public, the page says so instead of filling the gap.
