What the reading means
The six answers cover the things the public contents says a programme has to manage: the model edition, the plan, the population and the measurement function, the four subcharacteristics without a family, the evidence, and the decision the result informs. The reading is a reading of those answers, not a compliance result.
The bands
| Points | Reading | What it means |
|---|---|---|
0 to 4 | Thin | The measure set is a collection of numbers without a model, a plan or a decision. Start with the model page and the four subcharacteristics without a family, because those decide the shape. |
5 to 8 | Forming | There is a practice, and it is not yet reproducible. The population and the measurement function are the usual gaps, and the four new subcharacteristics are usually missing. |
9 to 12 | Planned | The programme is in a position to absorb the published edition. The remaining work is the evidence for each family and a reading task for the day the text lands. |
What it cannot see
It cannot see the quality of the product you measure, the correctness of a particular measure, or the requirement text that is not public. It cannot tell you that you conform to Part 23. It is a way to choose the next three pieces of work, not a verdict on the last three years.
What happens to your answers
Nothing leaves the page. The script reads /seed/scope.json and computes the result in your browser. No answer is sent to a server, stored in a cookie or added to a mailing list.
If the reading is low
Start with the model page. A library indexed to the 2011 model is measuring eight characteristics while the draft measures nine, and the names of two characteristics changed. Then read the four subcharacteristics without a family, because they are the ones a plan silently drops. If the reading is in the middle, the usual gap is the population and the measurement function: the number exists, and nobody can recompute it.
If the reading is high
The useful work is the evidence pack. Every measure you report should have an artefact behind it, and every family in the register should have an owner. That is the work the kit formalises, and it is the work that makes the published edition a read-through rather than a rebuild.

The measure set is read from the public contents; the model table is read from the public 25010:2023 model. Where the draft text is not public, the page says so instead of filling the gap.
