Where does your measurement programme stand?
Six answers / a reading / three dated actions
What the check reads
Your answers are read against the public structure of the draft: the model edition you are indexed to, whether a measurement plan exists, whether each measure carries its population and function, how you handle the four subcharacteristics without a family, the evidence, and who decides with the result.
What it will not do
It will not certify a product, score compliance, or tell you that you conform to Part 23. It names the pages to read first and the evidence to start collecting, and it stops at the limit of the public text.
If you want the register
The kit turns the same reading into 63 rows with an owner, a status and a due date, plus a board brief and a dated plan. See what is in the kit.
02 / The model the draft measures
Nine characteristics, forty measure families
6.2
Functional suitability
Functional suitability is about whether the product does the job it was meant to do, completely, correctly and appropriately for the task. The draft
6.3
Performance efficiency
Performance efficiency covers how quickly the product responds, how much resource it consumes and how much work it can carry. The draft gives it
6.4
Compatibility
Compatibility covers whether the product can share an environment with other products and whether it can exchange information with them. The draft
6.5
Interaction capability
Interaction capability is the 2023 name for what the earlier model called usability. The draft gives it eight measure families, the largest group in
6.6
Reliability
Reliability covers how rarely the product fails, how much of the time it is available, how it behaves when part of it fails, and how quickly it
6.7
Security
Security covers confidentiality, integrity, non-repudiation, accountability, authenticity and resistance. The draft gives it six measure families.
6.8
Maintainability
Maintainability covers how well the product can be modified: its modularity, reusability, analysability, modifiability and testability. The draft
6.9
Flexibility
Flexibility is the 2023 name for what the earlier model called portability. The draft gives it four measure families: adaptability, scalability
6.10
Safety
Safety is the characteristic the 2023 model added to the product quality model. The draft gives it five measure families: operational constraint
Each characteristic page lists its families; each family page explains how a measure for it is built, which measure elements feed it and what evidence to keep. The four model subcharacteristics with no family heading are marked on the what changes page.
03 / What moves
The 2016 edition is not the draft with a new cover
Safety joins the model
The 2011 model had eight characteristics. The 2023 model adds safety, renames usability to interaction capability and portability to flexibility, and adds four subcharacteristics. The draft follows the 2023 model.
Two new annexes
The 2016 edition carried three informative annexes: use of measures, QMEs and measurement types. The draft carries five, adding application at different stages and measurement uncertainty in the context of ISO/IEC 17025.
More pages, more measures
The 2016 edition is 45 pages. The draft is 69. The contents names forty measure families, and Annex B names thirty-one quality measure elements, from functions and requirements to environments and duration.
| Part of the draft | What it covers | Public today |
|---|---|---|
1 | Scope | Public text |
2 | Normative reference | Public text |
3 | Terms and definitions | Public text |
4 | Abbreviated terms | Heading only |
5 | Use of product quality measures | Headings only |
6 | Product quality measures | Headings only |
A | Annex A: Considerations for the use of quality measures | Heading only |
B | Annex B: Quality Measure Elements used to define product quality measures | Headings only |
C | Annex C: Measurement data types used in product quality measures | Headings only |
D | Annex D: Application of Quality Measures at Different Stages | Heading only |
E | Annex E: Considerations regarding measurement uncertainty in the context of ISO/IEC 17025 | Headings only |
The table is the record. Each row links to a page that states what the heading covers, what to put in place and the test a reviewer asks.
04 / The honest part
What this site will not pretend to know
The measures in clause 6
The free preview lists the forty families and their titles. The measures, the formulas and the measurement functions are behind the paywall. This site does not invent them. It explains what a measure for each family is built from, using the public measure elements in Annex B, and labels the arithmetic as our worked example.
Whether the General subclauses cover the four
Functional adaptability, environmental sustainability, user controllability and intervenability are in the 2023 model and have no separate family in the draft contents. The General subclause under each characteristic may cover them, and the draft does not say in public. This site records the gap and the question rather than guessing the answer.

06 / Questions
Straight answers
Is ISO/IEC DIS 25000-23.2 published?
No. The ISO record lists it as a Draft International Standard at stage 40.20, with the second DIS ballot opened on 10 September 2026. The earlier DIS ballot closed on 9 June 2026 and the full report of 12 August 2026 called for a new ballot.
When will Part 23 be published?
ISO has not announced a date. The planning date on this site is 16 September 2027, an estimate of about about 330 days from the build date and about 287 days after the expected close of the twelve week ballot. The stage record, not the estimate, is what this site treats as fact.
Does it replace ISO/IEC 25023:2016?
Yes. The ISO record says the draft will replace ISO/IEC 25023:2016, which is still the published edition at stage 90.92, to be revised. The draft was circulated earlier as ISO/IEC DIS 25023:2026-03 and is now ISO/IEC DIS 25000-23.2, following the family move to multipart numbering under ISO/IEC 25000.
How many measures does the draft define?
The public contents names nine characteristics and forty measure families. It does not publish the measures themselves, so this site does not count them and does not reproduce them. It gives one page to each family, with how a measure for it is built and what evidence to keep.
What is missing from the draft that the model has?
The 2023 product quality model has forty-four subcharacteristics. The draft contents gives separate measure families to forty of them. Functional adaptability, environmental sustainability, user controllability and intervenability have no separate family heading. Whether the General subclauses cover them is not public.
What is in the USD 149 kit?
The obligation register with one row for each of the 63 record pages, the evidence list, a dated plan to the planning date and a board brief, as PDF, CSV and XLSX. One payment, no subscription. A labelled specimen is free.
What does the USD 19 a month watch do?
It emails you when the ISO stage, a dated checkpoint, the free preview or this record changes. The refresh script re-reads the ISO record and the preview, compares them with the record and sends the diff. It does not send marketing.
Who is this written for?
The introduction names development, quality management, supply, acquisition and maintenance. In practice: the test or QA lead, the quality manager, the supplier answering a quality tender, the acquirer running acceptance, the maintainer measuring a release, and the laboratory that signs a software quality result.
The rules this is built from
Read from the real rules, not invented.
Every line points to the public ISO record or the free preview it came from, so you can check it yourself.
- Read from the real rules

The measure set is read from the public contents; the model table is read from the public 25010:2023 model. Where the draft text is not public, the page says so instead of filling the gap.
