Start with the population
A measure is a function of elements, and every element has a population. Requirements met over requirements specified is a measure; requirements met over test cases run is not.
Write the function down
The measurement function is part of the definition. If it changes, the measure changes, even when the name stays the same.
Keep the evidence
A number without an artefact cannot be defended. Each family page names the evidence a reviewer asks for.
Set the target locally
The scope says the draft gives no ranges or grades. The target comes from the requirement, the product category and the integrity level, and the plan should say so.

The rules this is built from
Read from the real rules, not invented.
Every line points to the public ISO record or the free preview it came from, so you can check it yourself.
- Read from the real rules
- 63 record pages behind it
- 116 public headings checked
- Check any line yourself
The measure set is read from the public contents; the model table is read from the public 25010:2023 model. Where the draft text is not public, the page says so instead of filling the gap.
