It is a measurement standard, not a model
The model is ISO/IEC 25010. Part 23 supplies the measures and the measurement functions for that model. Without 25010 there is nothing to index a measure to; without Part 23 the model has no arithmetic.
It is generic by design
The scope says it is not limited to a specific application area. It applies to ICT products, which the terms clause defines widely enough to include software, hardware, data and components.
It is a draft
The designation today is ISO/IEC DIS 25000-23.2, edition 1, 69 pages, stage 40.20. The second DIS ballot opened on 10 September 2026. The published designation will be different.
It replaces the 2016 edition
ISO/IEC 25023:2016 is still the published text, at stage 90.92. The draft follows the 2023 model, which adds safety and renames usability and portability.

The rules this is built from
Read from the real rules, not invented.
Every line points to the public ISO record or the free preview it came from, so you can check it yourself.
- Read from the real rules
- 63 record pages behind it
- 116 public headings checked
- Check any line yourself
The measure set is read from the public contents; the model table is read from the public 25010:2023 model. Where the draft text is not public, the page says so instead of filling the gap.
